While the Churchwide Assembly has not come to agreement on the issue of marriage equality, the ongoing debate has prompted a policy that gives autonomy to individual ministers and their congregations, resulting in the celebration of same-sex marriages at many ELCA churches across the country.

However, Ryan P. Additionally, the Rev. Roger A. Willer, director for ELCA Theological Ethics, explained that the proposed alterations to the document would focus on several phrase changes to align with social changes since its adoption. The other three "conscience-bound" positions were those in the ELCA who oppose homosexuality but "acknowledge that such relationships may be lived out with mutuality and care," those who support same-sex relationships but "do not equate these relationships with marriage," and those who want "same-gender relationships" to be "held to the same.

Some members expressed concerns that the proposed edits could lead to the removal of conscience protections for congregations that theologically oppose recognizing same-sex marriages. Lutherans and Anglicans are on opposite sides of the fence over conscience protection for gay marriage.
